Hmm.... My world had wonders of technology that even Daedalos couldn't have imagined. One of those wonders was sort of like a ship, that could take people that high up. Another of those wonders, and much more advanced, is me. A spirit isn't a bad way to think of it.... Somewhere between that and like a naiad, but for machines.
